This is an early 1980s production from Kumata of Japan and imported by Oriental Limited.  The baggage car is plated but not lettered, has no interior and no window materials.  Listed on the label as California Zephyr  Baggage 'SILVER BEAR' #903 ...this is a CB&Q number/ name.
